Before applying on KKday, I checked on LINE and found out that Japanese tourists can also rent gasoline vehicles. I was able to rent one without any problems on the day. However, I was asked to show my international driver's license (although an international driver's license isn't required between Taiwan and Japan...). The car would have to be returned with a full tank.
