There weren't many people. You can buy tickets online in advance. There's a 500-meter uphill climb before reaching the suspension bridge, which is quite tiring. The signs warning those with poor physical fitness should consider this, and they're right. The bridge and scenery are spectacular. You can't get close to the waterfall, only take photos from a distance. The water level is low in winter.

If you drive by yourself, you should park at the Damalaowong B&B parking lot (charged NT$100) to avoid walking a long way.
