揚州陳園由揚州民間收藏愛好者投資興建，歷經十年時間，從安徽、山西等地運回一座座古宅，在揚州重新“組合”成園林。陳園以“揚州八怪”中唯一揚州人（甘泉人）高翔故居為背景，以揚州文化、八怪傳説為立意，建築以融合徽派和揚派風格為特色，主要分為兩塊，一處是東宅院，稱為‘鹽商遺夢園’，主要是如實重現鹽商生活的博物館；另一處是復原揚州八怪之一高翔的故居和西花園。
